This is a quotation, not a report about one. Section 1 states the time effect being quoted and the clause it is assessed under. Section 2 is the programme evidence supporting it. Section 3 is the change to the Prices and is deliberately unfilled — ScheduleInsight assesses programme effect and does not price events; the estimator completes it before the pack is submitted.
Section 4 records the assumptions the quotation is made on and carries the sign-off. Appendix A is the driving path activity by activity; Appendix B records the provenance of both programmes and the full assumption register.
The Contractor quotes a delay to Completion of 9 days in respect of CE-014, moving planned Completion from 28 January 2025 to 6 February 2025.
The delay is assessed as the movement of planned Completion shown on the Accepted Programme current at the dividing date (AP-06), which is the measure the ECC requires at clause 63.3. The quotation is made under clause 62.2.
| Element of the quotation | Clause | Quoted | Source |
|---|---|---|---|
| Delay to Completion | 63.3 | +9 days | Section 2 |
| Delay to Key Date KD-03 | 63.3 / 30.3 | +11 days | Appendix A |
| Change to the Prices | 63.1 | to be completed | Section 3 |
| Quotation submitted under | 62.2 | — | Section 4 |
KD-03 flare system mechanically complete moves 11 days against Completion’s 9. It sits on the affected path with less float, so it absorbs less of the event. Key Dates carry obligations under clause 30.3 independently of the Completion Date, so the quotation covers both; quoting only the Completion effect would understate the event.
Programme assessed on-device. Neither programme file was uploaded and no copy is retained.
The delay quoted is evidenced by comparing two programmes that differ only by CE-014. The full register is at Appendix A.
AP-06 — the Accepted Programme in force at the dividing date — was impacted with the instructed work and re-run on identical calendars and logic. No other change was made: no activity was deleted, no duration outside the event altered, no constraint or calendar changed. The two added activities are the instructed work itself, listed at Appendix B.

Five of the fourteen days are absorbed by total float on the affected path. That float belonged to the Contractor and is no longer available to absorb any later event on the same path. Its consumption is shown rather than netted off silently, so that the Project Manager can see the event's full effect on the programme and not only its residue at Completion.
This section is the cost element of the quotation. It is not assessed by ScheduleInsight and is completed by the Contractor's estimator before the pack is submitted.
This section is a placeholder and is not filled in by ScheduleInsight. Set out the change to Defined Cost plus Fee for CE-014, assessed in accordance with clause 63.1 and the Shorter Schedule of Cost Components applicable to Option A. A quotation submitted with this section unfilled is incomplete and should not be issued.

The 9-day delay to Completion established in sections 1 and 2 is the period against which time-related cost is assessed. It is an input to the valuation and not itself a valuation: the estimator applies the Contractor's own resource and rate data to that period. The 11-day movement of KD-03 may attract its own consequences under the contract and should be considered separately rather than absorbed into the Completion figure.
Where the Project Manager makes his own assessment under clause 64, this section is completed by the Project Manager instead, on the same basis and against the same time effect.
This pack is issued in Contractor mode as a quotation under clause 62.2. The same assessment issued in Project Manager mode becomes an assessment under clause 64.1: the programme evidence and the time effect are identical, the cost element at section 3 is completed by the Project Manager rather than the estimator, and the sign-off below is executed by the Project Manager. The measurement does not change with the mode — only who is making it, and under which clause.

This pack assembles the programme evidence for a clause-62 quotation. It does not decide entitlement, does not value the event, and does not allocate concurrency between causes. Whether CE-014 is a compensation event, and whether it was notified in time, are matters for the parties under clauses 60 and 61. The Contractor remains responsible for the quotation submitted and the Project Manager for the assessment made on it.
Every activity on the driving path to planned Completion whose dates moved under CE-014, in sequence, with the total float each carried on AP-06 at the dividing date. This is the evidence for the 9 days quoted at section 1.

The arithmetic closes: the event adds 14 days at A-2140, 3 days are absorbed at A-2210 and 2 at A-2340, leaving 9 at Completion. Both programmes run on the same offshore 14/14 calendar, so no part of the reduction is a calendar artefact.
The assumptions the quotation is made on, and the provenance of both programmes. Under clause 61.6 the Project Manager may state assumptions about a compensation event; where he has, they are recorded here and the quotation is made on them.
| # | Assumption | Stated by |
|---|---|---|
| 1 | Revised tie-in detail approved within 10 working days of submission | PM — cl.61.6 |
| 2 | Spool fabrication released to the existing supplier without re-tender | Contractor |
| 3 | No additional marine spread mobilisation required | Contractor |
| 4 | Offshore 14/14 calendar unchanged for the affected period | Contractor |
| 5 | No acceleration or re-sequencing instructed | Contractor |
If an assumption stated by the Project Manager under clause 61.6 later proves wrong, that correction is itself a compensation event under clause 60.1(17) and is assessed separately. Assumption 1 is the one most likely to be tested.

The two added activities are the instructed work itself: A-2141 revised detail design cycle and A-2142 Project Manager review of revised detail. No activity was deleted, no duration outside the event altered, and no constraint or calendar changed — that list is exhaustive, because any further difference between the files would invalidate the comparison at section 2.
